Regulator Sees Applications Cluster As Brazil's Crypto Date Nears

Applications are clustering at Brazil’s central bank as the Oct. 30, 2026, authorization filing date nears. From the regulator’s side, the pattern is one of many requests arriving close together.
What The Regulator Receives
Each application starts with a standard request for the opening phase. Supporting it is an independent audit report on anti-money-laundering and sanctions controls, written by an auditor accredited by Brazil’s capital-markets authority. The central bank then responds, and a favorable response opens a later phase that completes the application.
What It Does Not Receive
A filing is not a license, and the central bank is not obliged to treat an on-time submission as a decision in the applicant’s favor. Until it grants a license, none is final. Companies in the process stay in the process, with their status distinct from that of an authorized firm.
Business As Usual For Filers
Those who filed on time may serve customers during the review. The review itself can run well beyond the date on which the application arrived, so the continuing service is likely to last a while.
Conditions Applicants Take On
The standards cover capital, governance and controls, along with regular reporting to the central bank. In practice this means that customer balances are kept distinct from those of the platform.
The Legal Framework
A 2022 law requires crypto providers to hold prior authorization, and a 2023 decree put the power to grant it in the central bank’s hands.
How The Final Stretch Looked
Large exchanges filed late, with submissions bunched between Oct. 20 and Oct. 27, 2026. One international exchange applied through its Brazilian unit on Oct. 23 as an intermediary, and a large Brazilian exchange applied on Oct. 27 as a broker.
Market Setting
Handling A Wave Of Requests
A cluster of filings gives a regulator a natural reason to organize its review work in groups. It also means decisions are unlikely to arrive on a single day. Applicants should expect responses to come as the central bank completes its work on each request, with timing that varies from one company to another.
Perspective From Customers
For customers, the cluster of filings is a sign that platforms are taking the process seriously. It does not alter the fact that decisions are still pending, which is why the status of each platform is worth checking directly rather than assuming.
